Backup and iCloud Photo Library

I was wondering if I turn off iCloud Photo Library, if my backups will still include all of my photos. Basically, I need to do a backup on my phone, but I don't have enough iCloud space, so if I can get the photos off I cloud, then I will have plenty of space. But, I still want to have my photos when I back up my phone. I hope that makes sense! Hope someone can help. :Photos are not included in an iCloud Backup if you have iCloud Photo Library turned on; i.e., they aren't stored in iCloud twice. See the following from What does iCloud back up? - Apple Support When you use Messages in iCloud or turn on iCloud Photo Library , your content is automatically stored in iCloud. That means they're not included in your iCloud Backup.
