I am running High Sierra 10.13.6. I use SpamSieve to block spam mail. In Mail Preferences, I have "enable junk mail filtering" unchecked. However, I still get a few emails showing up in the Junk folder each day, in addition to the much larger number of emails that show up in my Spam folder. How can I disable the Junk folder?

Typically this works. Maybe train those in the JUnk mail with Spam sieve filter—add them manually to the black list.
I would say a few may not be worth losing sleep over.
I know there is a way of putting Spam Sieve on the server side—however I never tried to work through this process myself.
I use Spam Sieve client side. Two thumbs up.
